Premiere Pro Media Offline: relink or recover?
How do I bring offline media back in Premiere Pro?
Short answer
Relink first: an offline badge only says a reference is missing, not why. The Link Media dialog shows each clip's last known path and filename, so search all drives for those names and relink. Recover only originals that exist on no storage, and scan the card they were recorded on, not the project drive.

Timeline edits survive, but one or more source clips are offline.
An offline badge is a report about a reference, not a diagnosis. The clip may be on an unmounted drive, in a renamed folder, on a card that was already wiped, or genuinely deleted, and Premiere cannot tell those apart for you.

Work out what actually disappeared
Your edits, effects and timeline positions live in the project file and survive regardless. What is missing is access to the source clips. The Link Media dialog is the only place that shows what Premiere is actually looking for: the last known path, the exact file name and the drive it expects to find it on.
An offline badge identifies a missing reference, not the reason the file is unavailable.
Check the last known path, trash and backups without writing to the original device.

Preserve the best recovery chance

Save the project under a new name first, so the recorded paths of the offline clips cannot be lost while you experiment.

Write down every file name from the Link Media list, then search all connected drives and archives for exactly those names.

Relink everything that turns up, and note which names remain unfound after every drive and backup has been searched.

For the remainder, scan the memory card the footage was recorded on, not the project drive, and export findings to a separate folder.
Do not let Premiere replace offline clips with colour mattes or placeholders, and do not consolidate the project while clips are missing. Both rewrite the references you still need, and a consolidate can copy an incomplete set into a new folder that then looks authoritative.
